Solar Incentives in Romania

Casa Verde Fotovoltaice (CVF) is Romania's flagship residential solar grant programme administered by Administraţia Fondului pentru Mediu (AFM). Each tranche typically funds tens of thousands of installations and exhausts within hours of opening. The grant covers up to RON 20,000 (~€4,000) per residential project, disbursed as a direct subsidy to the installer who passes it through as a discount on the homeowner's invoice. Eligibility requires Romanian residency and ownership of the residential property; the installer must be on the AFM-registered installer list. The programme has run multiple rounds since 2019 with consistent oversubscription. Confirm current tranche status at afm.ro before contracting an installer.

Romania's prosumer framework, regulated by ANRE (Autoritatea Naţională de Reglementare în domeniul Energiei), provides net metering at retail rate for systems up to 400 kW. Quarterly settlement; surplus credits roll forward through the calendar year. Year-end balance settles at the wholesale market price (significantly below retail). Distribution operators Distributie Energie Electrica Romania (DEER), DELGAZ Grid, and E-Distributie handle interconnection. Application submitted through the local DSO. Prosumer status is established with a Romanian-Anglian residential consumer; the contract structure simplifies tax compliance for the prosumer.

Romania applies a reduced 9% VAT rate to construction and renovation services on residential property meeting specific surface and value criteria. Solar PV installation contracted as a construction service on a qualifying primary residence may benefit from this rate. Standalone equipment purchases without bundled installation services remain at the 19% standard rate. Battery storage paired with PV under a single bundled contract may also qualify. Confirm with the installer that the appropriate rate applies on the invoice.
