The structure: NOK 7,500 fixed amount + NOK 1,250 per installed kWp up to a 20 kWp ceiling. Typical 8 kWp residential install: NOK 17,500 (~€1,500). Application is post-installation through the Enova online portal; the installer typically files on the homeowner's behalf. Eligibility requires installation by a registered installer and use of certified equipment. Battery storage adders are available under separate Enova programmes. Norway's high latitude limits PV yield (~700-900 kWh/kWp/year vs 1,000-1,300 in Mediterranean Europe), making the grant proportionally important to residential economics.

Norway's Plusskundeordningen, regulated by NVE (Norges vassdrags- og energidirektorat), enables residential prosumers ≤ 100 kW to register as a Plusskunde with their local network operator. Surplus exports are sold to the customer's electricity retailer at a rate negotiated bilaterally — typically Nord Pool spot price plus a small adder. Imports are billed at retail. Norwegian retail rates are highly variable by area (NO1–NO5 zones); southern Norway (NO1, NO2) has periodically had Europe's highest retail rates due to gas-price-linked Continental connections, while northern Norway (NO3, NO4) maintains low hydro-driven rates. Solar economics correspondingly vary by region. Battery storage benefits from significant intra-day spot-price spread.

Norway applies 25% MVA (Merverdiavgift) to residential solar PV equipment and installation. There is no general residential renewable-energy exemption. The Enova grant offsets a portion of the cost burden; otherwise no equipment-side tax break is available. Imported equipment additionally faces customs duties; locally-distributed Tier-1 brands are widely available.
